Russian Pork And Beef Quotas Not Allocated By Country
Despite the announcement by the Brazilian Ministry of Agriculture, Livestock, and Food Supply (MAPA) reported last week by the Foreign Agriculture Service, USMEF-Russia reports that Russia has not allocated pork quotas to exporting countries. Pork quotas have been allocated to importers based on their import history, and these importers are free to buy from any country they wish.
Allocation of beef and pork quotas is split among importers on the basis of their imports from 2000-2002. Russia awarded 244,941 mt (out of a total TRQ of 303,750 mt) of the pork quota to about 400 companies out of an eligible list of 995. The largest recipient was awarded 14,000 mt. Russia’s Ministry of Economic Development and Trade (MEDT) published a list of the companies which applied for and received licenses to import meat products under the new tariff rate quota (TRQ) system on its Web site (http://www.economy.gov.ru/preliz_270303.html).
USTR Ambassador Al Johnson left for Moscow on Saturday to discuss the issue of pork and beef tariff rate quotas with representatives of the Russian government. He is aware of the difference of opinion between the Brazilian government understanding of a specific quota for Brazil and what the Russian government has announced with regard to allocation of quota by importer. USMEF anticipates that Ambassador Johnson will have a clarification from the Russian side prior to his return to the U.S. later this week.
