Update on China’s Advance E-mail Notification Requirement: No Rejections until Problems Resolved
As USMEF reported in yesterday’s Technical Update,China’s Administration for Quality Standards, Inspection and Quarantine (AQSIQ) is now requiring that advance E-mail notification of all scheduled meat and poultry shipments (natural casings excluded) must include a scan of the export certificate.
Due to technical problems AQISQ is experiencing with the E-mail notification system, USDA has received notice from AQISQ that no rejection or disruption of meat shipments will occur until these issues are resolved.
The E-mail notification is to be provided by either the exporting establishment or the exporter, but only one E-mail per certificate should be sent. For all shipments arriving in China on or after Oct. 15, 2009, exporters must provide the following information via E-mail to: ChinaCertificates@fsis.usda.gov.
- Email submission requirements:
- Format for the subject line of the email: "CHINA CERTIFICATE (Enter unique FSIS Form 9060-5 MPH or MPG Six-Digit Export Certificate Number) FOR ESTABLISHMENT # (Enter Establishment Number where the product was certified for export)."
- Each E-mail must contain only one PDF-formatted attachment of the export certificate (i.e., one E-mail for each export certificate).
- The attachment naming format: "[China Certificate Number, FSIS Form 9060-5 MPH or MPG-XXXXXX].pdf"
- The E-mail text should contain the following information: "This E-mail contains the scanned documents for Export Certificate Number (Enter Unique FSIS Form 9060-5 MPH or MPG Six-Digit Export Certificate Number) for establishment # (Enter Establishment Number where the product was certified for export)"
- Additional required export certificates to be part of the pdf document:
- FSIS 9295-1, Meat and Poultry Export Certificate of Wholesomeness for Export to the People's Republic of China.
- FSIS letterhead certificate, if applicable.
Exporters who have questions or have had difficulties with the notification system may contact Paul Clayton or Kevin Smith of USMEF at 303-623-6328 or contact the U.S. Poultry and Egg Export Council (USAPEEC) at www.usapeec.org.
