Unused Capacity From The West Coast Ports?

Is there unused capacity on ships leaving the West Coast? The Agriculture Transportation Coalition (AgTC) reports one man says there is. Meanwhile, the Coast Guard and Maritime Subcommittee of the Transportation & Infrastructure Committee of the U.S. House of Representatives will conduct a hearing to review international ocean shipping and specifically the Shipping Act of 1984, which provides ocean carriers with the right to collectively discuss and set freight rates, surcharges, terms of service and agree on capacity.
