Pork Quota Announced

Russia published its pork import quotas volumes on Dec. 31. The pork quota for 2005 is set at 467,400 metric tons (mt) and is allocated as follows:

Pork can be imported from the nations of the Former Soviet Union outside the quota. Pork variety meat (HS code 0206) and pork fat (HS code 0209) are not included in the pork quota, which is just for HS code 0203.

Those importers with a record of past imports will be allocated 85 percent of the pork quota; 15 percent will be sold by auction in the second quarter of 2005. The allocation will begin this month with 25 percent of the pork quota based on import records of Jan.-Sept. 2004.

As in 2004, the pork duty within quota is 15 percent but not less than 0.25 Euro per kg. Pork imported out of quota will pay 80 percent but not less than 1.06 Euro per kg.

Taking into account the needs of meat processing plants and after negotiations with Russia’s main supplying countries, the agricultural and economic development ministries will review the import of pork trimmings after July 1. Proposals on trimmings are due to the Russian government by June.

Frozen And Chilled Beef Quotas

Russia announced the import quota for frozen beef (HS code 0202 except cuts which cost more than 3,000 euro per kg) for 2005 would be 430,000 mt. The quota is allocated as follows:

Other countries                                69,600 mt

The duty on frozen beef imports is 15 percent but not less than 0.15 euro per kg for product within the quota and 60 percent but not less than 0.60 euro per kg for product imported outside the quota.

The chilled beef quota, for HS code 0201 except cuts which cost more than 3,000 euro per kg, is 27,500 mt and is allocated:

The duty on chilled beef is 15 percent but not less than 0.20 euro per kg within the quota and 60 percent but not less than 0.80 euro per kg outside.

Certain frozen and chilled beef cuts (frozen boneless forequarters and compensated quarters – HS code 0202 30 100; boneless shoulders, chuck and brisket – HS code 0202 30 500; and other cuts – HS code 0202 30 900; chilled boneless cuts HS code 0201 30 000) are not included in the quotas.

The beef quotas will be allocated to importers with importing records from last year (85 percent) and the remainder will be auctioned in the second quarter. Beef can be imported from the nations of the Former Soviet Union outside the quota, and beef variety meat is not included in the quota.

The chilled beef quota is the same as 2004, while the frozen beef quota is 10,000 mt larger.

Vietnam

Vietnam Opens To Boneless U.S. Beef

As we reported in November, Vietnam will now allow imports of U.S. boneless beef and beef products from cattle of less than 30 months of age. Negotiations with the Vietnamese Department of Animal Health on details and wording have now concluded successfully. Specific risk material must be removed and ante-mortem and post-mortem inspections must produce no sign of disease. Refer to the online FSIS Export Library of Requirements for details.
