MAP/FMD Update

The Senate yesterday completed debate on the 2012 Farm Bill and approved it by a 64-35 vote. The Senate version of the bill authorizes funding of $200 million annually for the Market Access Program (MAP) and $34.5 million for the Foreign Market Development (FMD) program – the same level as the 2008 Farm Bill.

Action on the Farm Bill now moves to the House of Representatives where the Agriculture Committee has scheduled markup for July 11.

Separately, the House of Representatives is expected to consider the FY ’13 agriculture appropriations bill as early as next Tuesday or Wednesday. Congressman Jeff Flake (R-AZ) is expected to offer an amendment to eliminate funding for FMD and may have an amendment regarding funding for MAP.

As the Farm Bill and 2013 appropriations processes work their way through the legislative process, it will continue to be extremely important for members of both houses of Congress to be reminded of the job-creation benefits provided through the MAP and FMD programs in addition to the return on investment that these programs provide in a highly competitive global marketplace.
