April Figures On Target To Trigger Pork Safeguard

Japan imported 138,777 metric tons (mt) of pork products in April, setting a pace that makes it likely pork imports will trigger the Japanese pork safeguard in the first quarter of Japan’s fiscal year (Apr.-June). Japan’s pork imports are protected by a safeguard mechanism that (unlike beef) covers both frozen and chilled product. If pork imports in any given quarter are 19 percent higher than the average pork imports in the same quarter of the last three years, the gate price is increased from 524 yen per kilogram to 653 yen per kilogram. The gate price is the minimum import price allowed. Any product sold to Japanese imports for less than the gate price is charged the difference between the cost and the gate price in addition to normal tariffs. The safeguard would be imposed from August 1 through the end of the fiscal year, March 31, 2006.

In this case, average Japanese imports for the Apr.-June quarter for the last three years were 257,324 mt. If that figure is exceeded by 19 percent (306,216 mt) the safeguard will be triggered. Since April imports totaled 138,777, if Japan imports more than 167,439 mt in May and June combined, the safeguard will be imposed. Last year, Japan’s May and June pork imports totaled 182,352 mt.

In April, Japan’s imports of U.S. pork were 18.7 percent higher than last April (45,915 mt). Imports of Danish pork fell 12.2 percent to 39,787 mt.
