FSIS Issues Notice for Russia Certificates, Effective Jan. 1 

FSIS has posted a notice of corrections that must be made to beef, pork and poultry export certificates on shipments to Russia.

Beginning Jan. 1, veterinarians signing such certificates must make certain date corrections by hand until correct pre-printed certificates are available. The full notice and instructions are post in the Export Library and essentially read as follows:

CORRECTION REQUIRED FOR RUSSIAN BEEF, PORK AND POULTRY CERTIFICATES

Beginning January 1, 2010, FSIS Public Health Veterinarians (PHVs) that sign the export certificates (forms) listed below are authorized to indicate the year of issuance as 2010 by making a pen and ink change because the certificates have a preprinted partially completed year in the signature (“Made on”) date as 200_. PHVs need to cross through the last zero in the preprinted number, write in a “1” above the crossed-out zero, write in a “0” in the space provided, and initial the pen and ink changes.

The following certificates (forms) are affected:

FSIS Form 9450-3 (11/16/2006), Veterinary Certificate for Frozen Pork Meat and By-Products Exported into the Russian Federation for Processing or Retail Sale;

FSIS Form 9450-4 (03/10/2006), Veterinary Certificate for Export of Poultry Meat to the Russian Federation; and

FSIS Form 9450-5 (12/01/2006), Veterinary Certificate for Beef and Beef By-Products Exported from the USA to the Russian Federation.

The Agency has ordered corrected editions of these certificates, and the certificates will show the signature (“Made on”) date as 20__. The corrected certificates are not yet available.

The older editions of the certificates listed above may continue to be used until July 1, 2010. The new editions may be ordered from the Beltsville Service Center as soon as they are available. Once obtained, the certificates (forms) with the ‘200_” date are to be destroyed and removed from accountable inventory on FSIS Form 2400-3, Inventory of Accountable Items.
