FSIS Publishes Checklist For EU Requirements

The Food Safety And Inspection Service (FSIS) has published Export Notice 2005-2, Checklist for Verification of European Union Export Requirements, which applies to all approved plants for meat exports and all establishments seeking approval to export meat and meat products to the EU. 

FSIS has established a procedure to document that plants are in compliance with EU requirements. The agency will conduct a verification review when an establishment initially requests export approval to the EU, and periodic reviews to ensure that the establishment continues to meet EU requirements. A checklist, FSIS Form 9100-1, EU Conformance Verification Checklist for Meat and Poultry Establishments (EU Checklist) has been developed to be used in conjunction with the EU requirements specified in the Export Library. 

The EU Checklist must be completed by the Public Health Veterinarian (PHV) or Consumer Safety Inspector (CSI) a minimum of once per year.  For plants shipping product on a routine basis, the review should be conducted each calendar quarter that product is produced. If the plant is not in conformance with the EU requirements, the inspector-in-charge should withhold the EU health mark.  For additional information regarding the health mark and non-compliance, see the FSIS Notice 2005-2 and the EU Export Requirements.

According to the notice, the completed EU Checklists must be maintained in the FSIS office at the establishment, made available during audits, and e-mailed to FSIS at importexport@fsis.usda.gov or faxed to the Import Export Programs Staff at 202-720-7990.  The first EU Verification Checklist for all currently approved establishments must be completed during the month of April 2005.
