China Now Requires Advance E-mail Notification on All Meat Shipments
China’s Administration for Quality Standards, Inspection and Quarantine (AQSIQ) is now requiring advance e-mail notification of all scheduled meat and poultry shipments. Though the People’s Republic of China is currently closed to direct shipments of U.S. beef and pork, exporters should be aware of these changes as they will be in full effect when the market reopens. Please note that natural casings are excluded from these new requirements and the requirements do not apply to Hong Kong or other destinations in the Greater China region.
The e-mail notification may be provided by either the exporting establishment or the exporter, but only one e-mail per certificate should be sent. For all shipments arriving in China on or after Oct. 15, 2009, exporters must provide the following information via e-mail to: ChinaCertificates@fsis.usda.gov.
- Email submission requirements:
- Format for the subject line of the email: "CHINA CERTIFICATE (Enter unique FSIS Form 9060-5 MPH or MPG Six-Digit Export Certificate Number) FOR ESTABLISHMENT # (Enter Establishment Number where the product was certified for export)."
- Each email must contain only one PDF-formatted attachment of the export certificate (i.e., one email for each export certificate).
- The attachment naming format: "[China Certificate Number, FSIS Form 9060-5 MPH or MPG-XXXXXX].pdf"
- The email text should contain the following information: "This email contains the scanned documents for Export Certificate Number (Enter Unique FSIS Form 9060-5 MPH or MPG Six-Digit Export Certificate Number) for establishment # (Enter Establishment Number where the product was certified for export)"
- Additional required export certificates to be part of the pdf document:
- FSIS 9295-1, Meat and Poultry Export Certificate of Wholesomeness for Export to the People's Republic of China.
- FSIS letterhead certificate, if applicable.
Shipments not in compliance with the pre-notification process may be subject to destruction or rejection. Exporters who have questions may contact Paul Clayton or Kevin Smith of USMEF at 303-623-6328.
