Canada Clarifies Additional SRM Restriction Measures

On July 18, The Canadian Food Inspection Agency (CFIA) and Health Canada announced new food safety measures to further protect consumers of Canadian beef from potential BSE risk materials. The Canadian Minister of Health Anne McLellan and Minister for Agriculture and Agri-Food Canada Lyle Vanclief announced that the new policy requires the removal of specified risk materials (SRM), which includes the brain, spinal cord and other tissues from carcasses of cattle older than 30 months. Additionally, a portion of the small intestine will be removed from carcasses of all cattle.

This new SRM policy was developed jointly by the CFIA and Health Canada and is consistent with international standards. Canadian officials said the necessary steps are being taken to have the policy come into effect Thursday, July 24. The government of Canada will work closely with provincial and territorial governments and industry to ensure nation-wide implementation and enforcement.

Vanclief said he expected to unveil other safeguards "in the near future,” which may include banning the use of meat and bone meal (MBM) and any other SRM in all animal feed. Currently MBM is only banned in ruminant feed.

U.S. Agriculture Secretary Ann Veneman applauded the new measures, saying Ottawa was "moving quickly" to address its BSE issues. But she gave no indication when the import ban might be lifted, as the U.S. must evaluate how its other trading partners like Japan and South Korea react to Canada's new BSE safeguard measures.
