TOKYO, March 5 (Reuters) - The latest round of talks between Japan and Mexico on a free trade pact ended in failure on Friday and it is far from clear how a hoped-for agreement by the end of March can be met.

UPDATE 3-USDA moves toward reopening Canada cattle trade
WASHINGTON, March 4 (Reuters) - The U.S. Department of Agriculture moved a step closer on Thursday to allowing imports of some cattle from Canada by setting a 30-day period for public comments on the proposal.

USDA Announces Reopening Of Comment Period on Canadian Cattle
USDA's Animal and Plant Health Inspection Service (APHIS) announced Thursday that it is reopening the comment period on the proposed rule to amend the regulations regarding the importation of animals and animal products from countries that have had isolated cases of BSE. There will be a 30-day comment period, ending April 7, 2004.

USDA moves to reopen cattle trade with Canada
The Agriculture Department is seeking comment on its plan that would again allow the import of Canadian feeder cattle, banned in May after a cow in Albertawas found with bovine spongiform encephalopathy.

Mexican Ban on US Beef is Partially Lifted
Mexico's ban on beef imports from the United States has been partially lifted. Boneless cuts from cattle less than 30 months old and veal from animals less than 9 months old can now be imported in to Mexico, that nations government said.
